I agree that testing is perhaps not the best way to gauge a student's progress or strengths and weaknesses. I believe that continual monitoring and evaluation throughout the course is the best way to keep an eye on students' progress. I agree there are practical uses for tests but will likely not put a ton of weight into test performance, if I have the freedom to do so.
