Communication, of course, is a two-way street. While listening and reading is one of the most critical components to understanding language, mastery involves the students being able to reproduce it. I have used both accuracy and fluency activities in order to illicit verbal responses with the students. During fluency activities and games, I often give the students wide margins and focus on encouraging them to speak, since building confidence is a key issue with using a second language. In my lower level classes, I often have students struggling with writing clearly and concisely, since the characters are vastly different than English, but I find creative writing creates interest in all ability levels.
