As a student myself, one of the best motivators for learning is feedback from my teacher, so I do believe that evaluation is an integral part of learning a new language. I would argue that a variety of tests in terms of structure is most effective, as students like to gauge their progress on different levels. Written tests using multiple-choice, summary questions and short answers are great for motivation in terms of seeing their marks (e.g. 80%). Interview-style tests and group discussions (as a test) are great for confidence boosting as students can hear themselves speak out loud and generally find that they know more than they think.
